Florida Permit-Free Home Repairs Law Takes Effect July 2026

A new Florida law will allow homeowners to perform minor home repairs and construction projects without obtaining a building permit, starting July 1, 2026. Governor Ron DeSantis signed HB 803 into law, one of five bills he approved last week.

What the Permit-Free Home Repairs Law Covers

Under HB 803, a local government that issues building permits must exempt an owner of a single-family dwelling — or the owner’s contractor — from the requirement to obtain a building permit for any work valued at less than $7,500 on the owner’s property.

The measure also limits local government officials from inspecting such work. Both chambers of the Florida Legislature unanimously approved the bill.

Restrictions and Exceptions

Projects may not be divided to evade permitting requirements. Local governments can still require a permit for any electrical, plumbing, mechanical, gas, or structural work regardless of the appraised value.

Emergency Provisions and Flood Protection

HB 803 allows certain out-of-state licensed building officials to work for one year after a declared state of emergency. The law also provides an exemption from building permits for certain temporary residential hurricane or flood protection walls.
