From Banking to Property Appraisal

Michelle Franklin’s transition from banking to property appraisal is a story of seeking new horizons and personal growth. Originally from Illinois, Franklin spent her early career in banking, specifically in mortgages. Moving to Florida marked a turning point in her professional life. She sought to expand her horizons and meet new people, which ultimately led her to explore the field of property appraisals.
“I began my career in Illinois, working in banking and mortgages. When I moved to Florida, I wanted to meet new people and expand my horizons, which led me to property appraisals,” Franklin explained.

Rising Through the Ranks

Franklin’s journey in the Property Appraiser’s Office is a testament to hard work and determination. She started her career in January 2004, answering phones and gradually working her way up through various departments. Her dedication and expertise did not go unnoticed, and in 2016, she ran for office and was elected as the Property Appraiser.
“I started by answering phones and worked my way up through each department. When the property appraiser at that time decided to retire, I threw my hat in the ring and ran for office in 2016. I was elected and have been serving since,” she shared.

Observing Changes in St. Lucie County

Since taking office in 2016, Franklin has witnessed significant changes in St. Lucie County. One of the most notable transformations has been the population growth and the advancement of the office’s website, which has become the face of the office. Additionally, the county has seen substantial real estate fluctuations and increased use of technology in appraisal processes.
“We have seen significant growth in population and advancements in technology. The website has become our face to the community, and real estate has experienced substantial fluctuations,” Franklin noted.

Achieving the Certificate of Excellence

Franklin’s office recently achieved the Certificate of Excellence in Assessment Administration from the International Association of Assessing Officers. This rigorous process involved a detailed multi-month project, documenting assessment, exemptions, and mapping procedures. The result was a nearly 100-page document with exhibits demonstrating the office’s accuracy.

Community Initiatives and Technological Transformation

Franklin’s office is deeply involved in community initiatives, with professionals actively participating on various boards. Technologically, the office has adopted desktop reviews, aerial and street view imagery, and AI to streamline processes, improving efficiency and accuracy.
“Our office participates in community initiatives, and we’ve adopted technologies like desktop reviews and AI to streamline our processes,” she said.

Addressing Common Misconceptions

Franklin also addressed common misconceptions about property appraisals. Many homeowners expect the process to be the same as in other states, but Florida’s unique system involves numerous exemptions that benefit long-term residents. She encourages first-time homebuyers to contact her office for a clear understanding of their property taxes.

Receiving endorsements from various organizations, including Realtors and the Treasure Coast Builders, has been a significant milestone for Franklin. These endorsements reflect her hard work and commitment to the community.
“It’s incredibly heartwarming to receive endorsements from various organizations. It’s a testament to our hard work and commitment to the community,” she said.
Looking ahead, Franklin aims to educate property owners about assessments and taxes, striving for a more collaborative government that ensures transparency and open communication with the community.

Future Priorities and Achievements

Franklin’s top priorities for the Property Appraiser’s Office include advancing technology and maintaining security. She is also focused on training and engaging young professionals to consider careers in government.

Reflecting on her career, Franklin takes pride in becoming the first elected female property appraiser. Running for office while managing professional and personal responsibilities was challenging but rewarding.
